CHANGELOG_DIR should be relative to vservers' root dir

Description

People having root on a vserver should be able to write in this verver's Changelogs. That's why their almost always are located in the vserver tree. That's why CHANGELOG_DIR should be relative to vservers' root dir.

Could single changelog monitoring be used as a temporary solution (see #17) ? In case of positive answer, I would rather prefer to delay this ticket to 1.1.

1.0 will be released without vserver support. New API should be designed for 1.1.

Fixed in upstream/trunk with new VServer configuration scheme.
